IDGEN-125 - Provide additional service method to retrieve the most recent LogEntry for a given IdentifierSource.  Slightly refactor SequentialIdentifierGeneratorProcessor to allow for more effective subclassing.  Allow bypassing validation on identifier source edit jsp pages
